I might be willing to wager NCRA and NWP Co. are almost, but not entirely, indifferent to the outcome of the SMART ballot initiative. If they favor any outcome, they would probably like to see the initiative go down to a resounding loss – hopefully for the last time – then they would not have to deal with SMART and its silly bike path or outrageous passenger train priorities. NWP Co. could then get about its business of serving its customers such as Standard Structures, Mead-Clark, Hunt & Behrens and Sonoma County. And yes, then regulation of NWP Co’s operating rights would rest with the STB the FRA, and those are tables at which the City of Novato and Marin County will never have seats.
