Hysteria used to be considered a disease of the mind. This is mass hysteria was generated by a very well done door to door campaign, aimed at oil trains. It has been hijacked along with Aliso Canyon being played by politicians, playing musical chairs, to land their next job, under term limits.
It's my understanding that none of the proposed DT would come within 20 feet of there property line, much less the homes. That section is a mostly 100 foot ROW, with very few legal encroachments, or easements. This is owned by UP and if UP did it, would be a technically exempt Federal project. The DT for this segment was identified, as part of the SP now UP/ML ROW easement agreement.
Remember in the fevered and conflated mind of a hysterical NIMBY, this will also definitely include things like signal cabinets, that may be irradiating their brains, requiring doubling up on the tin foil you may have to use in the hats.
I'm not sure this project was killed, as put on the slow path, A) because it comes out of part of Metro's budget and would fund a Metrolink project, which they unfortunately view as a resource competitor, since ML has no independent funding source, and B) the miracle of term limits, and the revolving door at City Hall...this too shall pass, like all good kidney stones.....
It is a very good project for improving LOSSAN North OT performance, it is very cheap, for a significant increase in DT, connecting to the existing double track already completed across the rest of the Valley.
The inability to do something as simple and beneficial as this project, in a timely and cost effective way, because of this kind of well orchestrated hysteria, is a small but very sad symptom of just how dysfunctional our system has become.
