This alignment, which if built should be the final version, crosses the Willamette River on a bridge just north of the Ross Island bridge, crosses the OPR (former Portland Traction) at grade via a interlocking plant and roughly follows the UP main line to the west side of Brooklyn yard, then follows McLoughlin Blvd (99E) to Willsburg Jct where it crosses the P&W on an overhead structure, follows the P&W Tillamook Branch through Milwaukie and possibly ends at a park and ride in the south end of Milwaukie near the present Post Office.
A variation of the plan calls for an extension across Kellogg Lake and a left turn off this new bridge down along the west side of 99E on the original PTC Oregon City right of way to a larger park and ride at Park avenue (the former PTC EVERGREEN station.
The only alignment using the PTC Oregon City line would be this last portion. The Oregon Pacific railroad and the Springwater Trail occupy the former right of way between East Portland and Golf Junction making co-existence with light rail impractical and the previously described route the most practical from a passenger count standpoint.
