East Bay UP slow orders?

Just now dispatcher 58 came on and advised a capitol corridor train near Hayward he has "so many slow orders I can't keep track." There seems to be a new MOW name mentioned by disp 58 almost daily, and even last night around 10pm, on a 3 day weekend no-less, atcs was showing MOW forces working the entire Oakland Sub, as well as over near Newark. MOW has been working up at Altamont 5 days a week for the past month. And currently, the Oakland Sub is shut down for the next 4 hours at Wyche as well.

My question is what gives? Has UP neglected their property that much that suddenly its falling apart everywhere? Or is something else going on? I can understand the push for PTC and all that, but I wouldn't think slow orders would be necessary all over the place for that work.
