Washington Department of Transportation.--owner of the line.
CW Branch -- Central Washington Branch, Cheney, WA to Coulee City, WA ex-NP, exx-BN,
exxx-BNSF exxxx-PCC (PCC Palouse River and Coulee City RR -owned by Watco).
Requests For Proposals.
Given the lack of support and interest from WSDOT, they have a pretty good operator now that gives a high level of service that I doubt any other operators could do any better.
WSDOT has a hard time coming up with money to fix or upgrade the track, so track conditions are poor.
