I think the triangle they are running is helping capacity. Adding capacity in the Gorge is a tough row to hoe (witness UP's debacle with the tribes and BS fishing treaty interpretation ). It really isn't an alternative to Stevens like it was initially billed since they have left the tunnel alone, but its at least helping fluidity.
