I have never been able to "read" car truck springs. Sufuric acid IS recycled and re-processed by a number of companies. One such is Rhone-Poulenc (a French-owned company) at its Martinez, Calif. plant which is serviced by U.P.. Many chemical manufacturers supply sulfuric acid.
