FWIW, Amtrak is technically still a private corporation like the US Postal Service (albeit 100% of the preferred stock [which is the only Amtrak stock with voting rights] is owned by the US DOT).

Therefore, impeachment, in the strict legal sense, can not be applied to Amtrak management since Amtrak falls in this unique status.

That is not to say that I wouldn't like to see the guy removed though.
