It seems that the whole idea of the railroad existing there at all is little more than a nuisance. They're reaping what they sowed, namely, the removal of the rail line.
That said, however, taking Ellis and whatever problems/controversy he's got out of the equation for a moment, what SHOULD have the line' s operator done to make this a more successful enterprise?
