If I interpreted the article correctly the family said there was some sort of earthen wall, but to hide the tracks. Which they also said obviously did not work.
PB was talking up running CAHSR at something like 200mph right thru towns on viaducts. Of course this would be the poor side of town, not where the politicians live.
This family in France made a poor decision to buy based on trust and optimism; but in California property owners next to the HSR ROW("riverains")have the chance to limit their losses and sell out now. AFAIK real estate laws do not require any kind of "disclaimer" on this type of thing in the public domain and knowledge; eminent domain carried out by a government agency is not their fault and beyond their ability to anticipate. The onus is on Jerry Brown.
