Wasn't this done al long time ago? I remember a project in particular named Cabrini Green. That worked. A master (no racial pun intended) planned community for those poor souls who were financially distressed. Close to transit, residential neighborhoods, and fostering diversity among the long term residents. Worked well then. History can repeat itsrlf.
