NWP doesn't own any of the real estate which their trains run on, so no NWP does not pay property taxes on that. The tracks and right-of-way, including all the way up to Eureka, are either owned by SMART or NCRA, both of which are government entities, so they don't pay property taxes either.

Other railroads, say UP and BNSF do pay property taxes on property underlying their tracks, including unused portions that they do not currently operate.
Railroads can legally abandon tracks, and sell or otherwise dispose of the property, and avoid property taxes that way.
