To be fair, I am unfamiliar with CalTrain's setup.

#1) there is something about group dynamics that nobody wants to single anybody out or has the authority to call out when enough is too much.

#2) to be fair PTC is more fun than a barrel of monkeys and they may be dealing with more legacy systems up there that what we have here in the So-Cal area. Maybe in this case frugality is not always wise. Metrolink and North county Transit were replacing signal equipment from day one. The stuff was old and the copper thieves were taking it a bit at a time.

#3) Hopefully Wabtec has a plot for a happy ending to this story.
