Maybe they thought they were saving money, what with the new tariff's on steel for the high quality rails.
TS had an infamous track record with the many costly "change orders" with the LA Redline construction. They also negotiated the first "change order" on the CAHSRA fiasco, when CHSRA's other incompetent contractors, failed to environmentally clear part of the project that TS had bid at a "fixed price". IIRC, TS agreed to do less for the same original bid. Of course, that was just the first cost overrun on that project.
Of course, when your management, and/or your management consultants, are also either corrupt and/or just plain incompetent in doing their "due diligence", and have authorized or accepted the shoddy work, or shoddy materials, it sure doesn't help you in court later, when you go to try and get "justice" for the taxpayers.
I too am just "shocked" to see gambling going on in this casino.......
