Is BNSF electrifying their right of way in Gallup? The term "third rail" typically refers to an electrified rail alongside the main trackbed used to power subway trains and some commuter trains like LIRR. Odd that Gallup would use the term "third rail" for the additional track BNSF is planning to relieve freight traffic congestion in that city.
