A somewhat similar idea like this popped up 5-6 years ago. It was to run rail service from Vallejo (Ferry?) to Napa and Susuin City.

The Napa Transportation agency actually did a study.

The idea was to run trains to/from Susuin City to connect with the Capitols and the proposed commuter ervice between the Bay Area and Sacramento that would overlap the Capitols.

If was feasible, but the cost, without a sourse of $ for construction and operation, made it unlikey it would occur in the near future.
