EMD history 1945-1950-ish

EMD locomotives were built in Canada.
Were the 567 prime movers manufactured in Canada or imported from the US?
Similarly, EMD designs were licensed in Australia, and E-like double end locomotives were built there for Victoria Railways [63' gage and ERIE paint scheme]
I assume the prime movers were manufactured under licence as well, but when did that start?
The reason for asking is my puzzlement about why Britain eschewed GM experience.
Reasons given are
Buying GM products wouls have required spending Pounds Sterling, that were crucial to paying off war debt. INdeed the civilian population was squeezed for food and other basic for several years after the war. ANother author sez that Alco BLW and EMD were invited to submit proposals for diesel manufacture in Britain, and EMD refused to licence the 567. IIRC this was cloe to 1950, perhaps later.
So it is very unclear why technology or at least prime movers could not have been obtained from within the Commonwealth
too arcane a question? oh well, but I figure there is a locomotive expert out there watching
