As expected
There's an excellent book about the building of the PRR's New York Extension AKA Penn Station
Back around 1900 the city was controlled by equally corrupt Tammany Hall i.e.; Boss Tweed.
PRR took the bids and picked a contractor whose qualifications were good and whose price was low,
Tammany wanted the job albeit its bid was higher.
PRR said no, but Tammany agreed to the lower price so it could dole out the jobs via patronage
Makes one wonder if corruption is less or more or equal nowadays
Nuke New York City and Albany, and of course Sacramento. Honesty is no policy at all
