Airlines, trucking companies, highway construction firms all have paid lobbyists to argue their cases before congress. AMTK is specifically prohibited congress on their own behalf. They can respond to queries but they cannot roam the halls of the capitol on their own. I am sure someone would raise quite a ruckus if AMTK were authorized to use federal monies to lobby the same members of congress who appropriate these funds.
