I think the low tax rate Wallethub quotes for California is an average that takes into account all the people that have been in the same house for 40 years and are enjoying Prop 13 benefits. If you were to buy your first home today your property taxes would be higher than the rate quoted.

That said, it still would be lower than any Texas property tax rate. Of course, the state income tax rate is lower in Texas. Both states have pluses and negatives, you just have to decide what is important to you.
