CTA had the same issue. The high capacity PCCs were two man cars; the buses, one. Faced w/ rapidly shrinking ridership as the new suburbs vacuumed up families, CTA scrapped the PCCs in favor of propane powered buses. Later, the union was smart enough to okay OPTO on the Evanston branch in off hours which was the origin of cars 1-50 which had fareboxes in the cabs.
