Good grief, the museums are hundreds of miles apart. There are railroad museums in the Twin Cities and Duluth, Minnesota which are much closer to each other than Carson City and Boulder City. Surely, Nevada can support three (when the Ely museum is included) rail museums in different corners of the state.
I visited the museum in Carson City and thought it was a wonderful place. Haven't been to the other museum in Boulder City, but from what I've read about it, that museum is very different in concept than the Carson City museum.
Given the Carson City museums focus on the Virginia & Truckee, it is where it is supposed to be. Given that the Union Pacific was and is the major railroad in Southern Nevada, ex-UP GP30 844 us where it is supposed to be.
