Reason and will are phenomena not much seen at Muni planning. 2 local power players, now both deceased, moved the Central Subway from a superior route to an inferior one not far away and for reasons I cannot really grasp or remember. The Bay Area evinces weird s**t, like BART broad gauge. The questionable judgments really seemed to come on strong after WWII. Wannabe NYC Hubris I guess.
Contemporary example: the planning entity that throws around the most weight in SF is SPUR. They are gung-ho for BART Imperial gauge colonizing the Geary Corridor. And yet these same einsteins want BRT down reserved middle of the road lanes on a large part of Geary and center street passenger loading. Of course SPUR's BART station entrances would come off the sidewalks. Mission St. reserved bus lanes are primarily curbside as BART runs under this street in subway and has 2 stations. Go figure.
