An ROW slightly to the west of I-5 has been suggested for several reasons; among them inside the I-5 ROW having to raise or otherwise alter overpasses, possible freeway crashes coming onto the tracks or vice versa, and the geological underpinning to the west is superior. Apparently the Valley floor is "spongy", shall we say.
