When You Get to The City, you build docks on the 2nd floor of the warehouses that want service !!! Shades of NYC's Westside line in NYC. Several of these 2nd floor docks existed -- Back in the Day-- in the South Lake Union industrial area of Seattle. They're all gone now, ingested by Planet Amazon.
