Why would "The Left" (whatever or whomever that is) blame Trump for this? The 9th Circuit Court of Appeals has previously ruled in favor of railroads on environmental matters. In Redevelopment Agency of the City of Stockton v. BNSF Railway Company, a 2011 case, The 9th Circuit Court of Appeals ruled that railroads are not liable for contamination under Nuisance Theory and California's Polanco Act. See:

Additionally, only one of the judges currently sitting on the The 9th Circuit Court of Appeals is a Trump appointee. So how could anyone attribute the decision to Trump?

If you want to bash "The Left," fine, but try assuming more responsibility by posting commentary supported by facts.
