I should think a class 1 would be most likely to be interested in the Tehachapi Pass line so long as the ruling gradients could be negotiated by freight. Or usable parts thereof. I am sure they would consider a Loop bottleneck replacement that would work for freight.

PB's Valley CAHSR line would not be laid out with spurs and sidings in mind so I do not know what would be the advantage over existing freight trackage. Remember you have to maintain it and secure it and I assume there would be some property taxes.
