Politically there are off the top 2 "ifs": a Democratic victory in November(a distinct possibility especially if Kavanaugh is forced to withdraw in humiliation) and Gavin buying into the Jerry Brown Legacy big time. Jerry is totally committed to the Tehachapi-Palmdale route and PB is doubt ever on the ready to pour many billions into it.

Whatever route best mollifies the wealthy nimby's would be the likely selection - the longest tunnel. Remember in California it is spend OPM and better yet blown on the dysfunctional. 'Cause we're rich and can afford to do it over again. See BART.

BTW Elon says he might go on the Moon trip. formidable
