BART has very little capacity to absorb more riders in rush. Unable/unwilling to increase TPH, and until the new cars are fully delivered (Bombardier is running late) not enough cars to run full length trains as needed for any new riders. Even MTC, who functions as BART's chief sponsor, has figured out that transbay bus service must be increased to reduce gridlock on the bridge. The stupidity of Willie and Jerry when deciding the un-needed new eastern span sould not be rail capable is monumental.
