'un-needed' as in serious repair at lower cost would have been sufficient according to some media reports of engineers making comments during the time between the immediate repairs and the begining of the multi-billion fiasco. As to 'rapid transit', see Zarkoff below. The additional throughput plus enough redundancy to run 24-7 service would have been a far better choice than the 'starchitect' crap we got.
Of course a second tube with both standard and broad guage tracks would be useful. I won't live to see it built.
