One wonders, given that both people running for Governor want to shut down the HSR project, why a new "Business Plan" is being promoted now? The only real difference between the candidates on HSR is whether the work being done now (already funded) would be completed and turned to some transportation use (Gavin could be convinced to do that, I think) vs. simply stop work and abandon it (Cox). With either of them, there's no future for HSR to plan for.
