... it sounds like the call *was* made, twice, but either the word didn't get to the train (in time) or the wrong railroad was called (UP instead of BNSF?).
Agree, though, that messing with the track directly (shunting) by emergency personnel without training and without proper communication is a bad idea. Unintended consequences, at least. Perhaps the protocol should be to call, get confirmation that the dispatcher has been notified, then get a call back (or hold for it) confirming that trains are stopped or otherwise get status. If at that point a train still comes through unexpectedly, it's a railroad problem.
