In the area were I live, Southern California Metrolink, as has NCTD (Coaster) and BNSF, have stated that PTC is in operation. UP has also brought their operations online.

Fly in the ointment is Amtrak was not using the PTC. Recently an overlay was added to the systems that allows the different systems to share vital train information seamlessly and flawlessly. They are trying to hammer out the bugs in that. Some places the bugs are shooting back.

Amtrak is testing the PTC on various units and system integrity, yes even on some of the F59PHi's.

Add in testing, both PTC and normal for the new Chargers and you may see why they are a stepin and a fetching. Do not panic, everything is perfectly normal.
