MTDB still owns it. Baja California has rights to fix it up with a long term lease.
It' kinda like you get to lease a car, but you have to maintain it, insure it, gas it etc.
How did someone like CZRY get the right to mine sand from Mexican owned ROW and sell it in the USA?
