NWP not SMART gets it's grain cars by interchanging with Cal Northern not UP directly.UP runs a Roseville - Suisun turn six days a week. The turn usually hauls 25-35 cars.Under PSR they could cut service to two or three times a week and double the length of the train. I don't think UP or SMART can legally stop service to short lines but the could make interchange slow and unpredictable.
