That's sort of like Act Of God, and is invoked to temporarily suspend contractual agreements- in that case, delivery schedules. By so declaring UP and BNSF were able to shut down PRB and fully attack the track problems and fix them in the shortest possible time.
Y'also may recall that after that UP/BNSF would shut down for a week each year and saturate the area with track forces
