I don't have first-hand knowledge but assume this is an inexpensive way to get electric propulsion prior to the delivery of the revenue equipment. All the AEM-7s have now been retired from ATK, SEPTA and MARC and while some of the surviving probably still had some remaining life it would be surprising if Caltrain expected to use this equipment long term due to the absence of widely-available parts. A new ACS-64 would be redundant with the coming fleet of EMUs.
