I think that as long as it is still considered navigable, it is constitutionally governed by the feds, and no bridge will be allowed to indefinitely block it. Once it is considered not navigable, the feds will thus be required to give up control - So don't hold your breath too long.
Also consider this, are there any marinas south of the Dumbarton capable of berthing sailing yachts. They will often require clearance for a tall mast, requiring a lift span or an elevated structure. Note that it is already a long established "right of way" for any such boat or ship. It would be dam hard to take that away.
