Amtrak Cascades Cancellations Due to Weather

Amtrak cancelled 506, 507, and 517 yesterday (2/9) and today (2/10.
Why just some trains? If they can run some, can't they run them all? Is this due to anticipating lots of no shows? Or equipment failure?
