I was also curious about the choice of power. I wonder how that decision was made? And one unit too.

Regarding access for the photo. I'm also not sure where the park ends and the residential properties begin, or who owns the tidal beach, but if you don't mind soggy shoes, it is possible to get where I was without being on the ROW.
