Not enough information has been released yet to know if this was possible. Plugging the motors like that is allowed as a last resort but it is extremely dangerous, and will probably damage the locomotive.

The last similar accident on the big hill was 20 or so years ago and involved the pcs valve not resetting like the crew thought it would. Although there were some software changes to allow some dB, generally there would be no traction possible if the pcs valve was not reset.
