We have to protect these tunnels from what exactly? Do we need to protect them from the vast nefarious "evil" BART wide gauge conspiracy to do....whatexact unimaginable and unspeakable evil to all of us?
Do you base that conclusion about this need for some kind of "protection" from the vast unseen and sinister "wide gauge" conspiracy, on the addled paranoid delusional rantings of our resident rodent?
If they were to build a standard gauge connection for ACE, Caltrain, SJC, or HSR trains to enter the peninsula, and/or for a needed second BART crossing, why wouldn't you want the respective agencies who would operate and maintain the respective rail lines to own them?
