Railroads, Homeless, Hazmat Crews and Taxpayers

Riding Bart a homeless person Drops a "Dukie" inside one of the cars and its just left there.
Riding Caltrain we hit a homeless person and we and the consist are held hostage for hours and a full suit hazmat crew shows up to clean up every drop of bodily discharges before we can even move or get off the consist!
Why such a difference?
Why no hazmat crew for the Bart "Dukie Dropper"?
How many millions of tax money are lost?
Millions that could be used for rail improvements or increased security against the "Dukie Droppers"
