The 101 improvements, including any HOV lanes, died back when Sheila was still in the legislature and Zev ran from the howling mobs that Caltrans in its incompetence had stirred up by telling residents and property owners that their original center line out expansion plan would only take half of their property.

Later, the MPO hired Jerry Woods who did the I-5 Santa Ana Freeway widening design for Disneyland, and the current project from Buena Park to the I-605, to take a look at Caltrans terrible plans, and come up with an acceptable alternative. One of the world's greatest freeway designers, did an elegant off-set widening design for the 101, by cantilevering over the LA River channel, that took almost no properties. But, by then, Zev and Sheila's staff were in full pandering mode to the howling Nimby hoards, and it died.

There are HOV lanes on the 170, I-5 (nearly finished to the SR 134), and one of the oldest HOV lanes is on the 118. There has never been any significant level of bus operations on most of these facilities.

Remember, there is another east west and another north south freeway originally planned for the San Fernando Valley that were cancelled by the 1970's, and will never be built. And, they opposed LRT on Chatsworth, which is why we have the Orangeline busway, instead of LRT in the first place, and opposed the Valley opposed the subway, and have opposed the LOSSAN DT, and have opposed...… about everything and anything ever proposed, often with pitchforks and torches.

Then the same Valley Nimby hoards will whine like baby's over the atrocious congestion (their travel causes....), and then like to whine that they don't get their "fair share".... One former Valley legislator I've worked with over the years on these issues has even described his former constituents as just plain "crazy".....
