And the sooner the better.
A history lesson, gathered from research of many sources:
1. UP post-steam-era steam operations began in 1960.
2. It seemed to run pretty well into the early 1980s.
3. Sometime in the early 1980's, it went from one
operating locomotive to two operating locomotives.
4. The program was placed on a strict annual budget
and limits on the number of employees it could have.
5. The number of annual trips and their extent, along
with the territory covered and miles operated vastly
increased, with no corresponding increases in manpower
or budget.
6. Along the way, the program had to take care of 3
E9 diesels, a DDA40X, 2 rotary snowplows, and much
other equipment. Again, no increase in work force or
budget.
7. Beginning in 2011, the roster of operable steam
locomotives was cut in half. There were no reductions
in budgets or workforce.
9. The lone operating locomotive was subjected to
abuse (flat wheels) and neglect, leading to it being
removed from service for repairs and the world's longest
boiler wash.
10. For three years (the ONLY 3-year period in the entire
history of the UP since 1862), there were NO operating
UP steam locomotives.
11. Budget and workforce steadily increased during the
post-2010 time frame.
12. Post 2010, there were unprecedented incidents, including
lawsuits, damage to equipment, failure to maintain equipment,
and 300% personnel turnover. Fully functional equipment was
given away or scrapped.
13. Commitments were made and broken.
14. The workforce is now 3 times the size of pre-2011 levels.
There is no such thing as a budget; spending is unlimited.
And you SERIOUSLY say that nobody else could do better???
