Needs the magnet destination of the City; needs Southern Marin cities along 101 new ROW; in Sta. Rosa needs extensive re-routing to directly serve the Civic Center and Kaiser.

Needs to be taken over by GGT and converted to electric light rail.

MTC-SPUR is obsessed with bechtel gauge on Geary so fuggedabout the Richmond-San Rafael bridge, which will get new decking in time. As new bridges go the Southern Crossing is more important.

They could always turn hwy 37 into an Embarcadero Freeway. Ideological problem for the Party - no tolls.
