I doubt that viaducts for bus operation could be constructed much lighter than for LRV's with seismic regulations. I was surprised some years ago when Muni finally laid trackage across the San Jose bridge over 101 to connect the M line to the Balboa Park station. They had designed the bridge to accommodate rail - highway engineers. So there had been some quiet planning going on.
On the other hand I believe BART rues the light weight design of their original elevateds because now they would like to go with somewhat heavier. Not just the rolling stock but hanging passenger loads.
