The Germans found a solution, the Verkehrsverbund. All the districts and/or private companies (remember them?) get to stay but with a common fare system and overarching identity. Every area gets to keep its little empire but it is invisible to the user. It works well but would no doubt have to be imposed by the state government, much like the present pressure to build higher density housing near dense transit.
