The track from Coos Bay to Coquille is FRA excepted. To run any form of passenger train it would have to be upgraded to at least class 1. The cost of such an upgrade would not be supported by the traffic. Further more the only place to run the power around the train is all the way to the end of the track. So you would have to top and tail the train if you don't run all the way.
