Actually, I think he was standing on or very close to Elkhorn Road. I used to work in that area and did a lot of back roads. Unfortunately for photographers, a lot of trees have grown along the road since that picture was taken.
There's a little county park (mostly, a launching ramp) at Kirby Road (http://maps.google.com/maps?f=q&hl=en&geocode=&q=elkhorn+slough+,+ca&sll=37.0625,-95.677068&sspn=31.839416,56.601563&ie=UTF8&ll=36.84046,-121.743686&spn=0.015696,0.027637&z=15) that can put you right on the tracks. Nature Conservancy has a preserve a little farther south that can put you by the tracks with a short hike (not always open, and you might need to pay). Just north of where it crosses the Slough itself, Elkhorn Road comes right up next to the tracks, but the shoulder is conspicuous by its absence so you have to be very careful - traffic MOVES out there unless some farm equipment is in the way. Got a pic of 4449 there many years ago - just found the box it's in a couple of weeks ago but don't have a scanner suitable for digitizing it yet and need to figure out how to post it if I eventually do get it scanned.
